Transportation Services Offered at Fort Belvoir
The Transportation Division at Fort Belvoir is dedicated to supporting the Garrison, MDW, and other DoD entities with comprehensive transportation solutions. The mission is to ensure efficient and compliant movement of personnel and goods. Key services are categorized into three main sections: Transportation Motor Pool (TMP), Official Travel/Port Call, and Freight.
Transportation Motor Pool (TMP) – GSA Vehicle Management
The TMP manages a fleet of GSA vehicles for official use. To utilize a GSA vehicle, it’s critical to understand and adhere to the regulations. Requests must be submitted to the TMP, detailing the vehicle type, duration, and mission purpose. Strict rules are in place to prevent misuse and ensure accountability. Notably, GSA vehicles are strictly prohibited for trips to AAFES or MWR facilities. Violations can result in serious penalties, including mandatory suspension without pay.
Key regulations for GSA vehicle operation include:
- Operator Requirements: Valid military driver’s license (if applicable), state-issued civilian driver’s license, and CAC are mandatory.
- Operational Radius: GSA vehicle use is limited to a 100-mile radius from the TMP without an approved Exception to Policy Memorandum for Record (MFR). Blanket exceptions are not granted, and the MFR must justify why a GSA vehicle is essential for the specific mission, accompanied by a Deliberate Risk Assessment Worksheet (DRAW) DD Form 2977.
- TDY Restrictions: GSA vehicles cannot be used for Temporary Duty (TDY) travel.
- Vehicle Care: Smoking is prohibited in GSA vehicles. Operators are responsible for conducting pre-operation checks (PMCS) and reporting any discrepancies to the Dispatcher.
- Damage Reporting: Any vehicle damage must be reported to the Dispatcher/Operations Manager within 24 hours, and a detailed accident report (SF91) must be prepared.
