Understanding the Contra Costa Transportation Authority Board

The Contra Costa Transportation Authority (CCTA) is governed by a board comprised of appointed officials representing various entities within Contra Costa County. This board plays a crucial role in transportation planning and decision-making for the region.

CCTA Board: Composition and Meetings

The Contra Costa Transportation Authority Board consists of eleven voting officials and three non-voting Ex-Officio members. Standing Committees of the Authority Board

To streamline its operations, the Authority Board has established two standing committees, both composed of Authority Board Members:

Administration and Project Committee

The Administration and Project Committee convenes on the first Thursday of each month at 8:30 AM. Like the main board meetings, these committee meetings are held in the CCTA Boardroom in Walnut Creek. The current assignments for this committee are: Susan Noack (Acting Chair), and Commissioners Newell Arnerich, Ron Bernal, Darlene Gee, and Rita Xavier.

Planning Committee

The Planning Committee also meets on the first Thursday of the month, but in the afternoon at 1:30 PM. The meeting location is the same CCTA Boardroom. The assignments for the Planning Committee include: Chris Kelley (Chair), and Commissioners Mark Armstrong, Ken Carlson, Aaron Meadows, and Carlyn Obringer.

It is noteworthy that Commissioner Burgis is intentionally not assigned to either standing committee to prevent a quorum of members from being present in any single committee meeting, ensuring broader participation in decision-making processes at the full board level.
